Chief Secretary Orders Making Human Resource Management System Paperless in the Province

The process of government officers and employees’ ACRs, leaves, transfer orders, and pensions will be linked to the E-FOAS system.

Instructions issued for departments to fully activate their websites for easy online availability of information and services to the public.

The Chief Secretary of Punjab, Zahid Akhtar Zaman, has directed that the Human Resource Management System in the province be made paperless. The process for government officers and employees, including ACRs, leaves, transfer orders, and pensions, will be connected to the E-Filing and Office Automation System (E-FOAS). The Chief Secretary also issued instructions for departments to fully activate their websites for easy online access to information and services for the public.

A Secretary’s Conference, chaired by the Chief Secretary of Punjab, was held at the Civil Secretariat on Tuesday, where the review of departmental reforms, e-governance, and the Annual Development Program was discussed. The Additional Chief Secretary, Additional Chief Secretary (Southern Punjab), Senior Member of the Board of Revenue, and Secretaries of departments attended the meeting, while all divisional commissioners participated via video link.

In his address, the Chief Secretary stated that reforms are essential to improve departmental performance and service delivery. He mentioned that the successful implementation of E-FOAS and e-procurement is ongoing and has brought innovation and transparency to the work process. He noted that the elimination of traditional filing systems has reduced costs and sped up work. The Chief Secretary also directed that strict adherence to timelines be followed in the Annual Development Program. He emphasized that all departments must ensure the timely and transparent use of funds for development projects, and the lapse of funds will not be tolerated. Additionally, he ordered that third-party validation of development schemes be made mandatory for transparency and quality in construction work.
