Let me introduce myself, I am a retired Associate Professor, from Punjab University- I got early retirement and am now settled in New Jersey. Owns a house in Islamabad, where a family from Abbottabad is residing in one of the servant quarters for the last 12 years to take care of tenants. The elder son of our caretaker has owned a stall in Khanna Pul – Expressway Islamabad for the last 10 years. The caretaker requested me to talk to you for relaxation of monthly rent. But I was shocked to hear that his son is paying an illegal fee to the encroachment mafia that is ruling the roost in Islamabad Markets and Roads.
On further inquiry to help him out, the SON of caretaker told me that the Mafia is headed by Mr Muskeen (retired Accounts officer of CDA) cell no 0300-9805160) his son also an employee of CDA) and storekeeper of CDA Mr Shahid Cell No 0345-5889006-. I have also rechecked this information from a retired member CDA- who shared more horrific details. This front end mafia collects almost Rs 600 million from encroachers for onward distribution for media personnel and politicians.
Dear Chairman. I know you are doing exceptionally well, but except for curbing the Encroachment mafia. I have observed that residents of Islamabad strongly criticize your inept members for making tall claims regarding the removal of encroachments from the city. I have also observed that Pushcart owners were responsible for traffic jams in the markets, as they set up their business anywhere they want. I have also observed that the encroachment in Aabpara market, Melody market, Supermarket, Jinnah Super, Peshawar mor, Karachi company, F-10 Markaz, F-8 Markaz, F-11 Markaz, G-11 Markaz, and class-3 shopping centers are creating inconvenience and problems for residents and traders of the city.
The whole city became neat and clean when you made a surprise visit but as soon as you went off, all areas were re-occupied by the encroachers. The reason is the deep-rooted network of mafia headed by the aforementioned officials of CDA. I believe that you will call your members and the officials to find the nexus between high officials CDA and the evergreen encroachment mafia-
Although I am CCing this letter to the Chairman NAB, I have little hope from this hopeless office. I am sure you will activate the internal accountability system of this apex civic authority and not only take stern action against the culprits but also uproot the mafia forever. I will also Request DG FIA to extend fullest support to you to make the Islamabad- once more the beautiful Capital of the world
